Commercial Pesticide Operator License

Anyone using pesticides under the direct supervision of a Commercial Certified Pesticide Applicator or Pesticide Applicator Business is required to be trained and licensed as a Pesticide Operator. Pesticide Operator licensing does not require passing a test.

How to obtain the Pesticide Commercial Operator License

  • At least be 18 years old
  • Proof of attendance at a Basic Training Course on pesticides.
  • Complete 40 hours of on-the-job training with a minimum number of applications in the desired category.
  • Email the course attendance certificate and the *VPA-028 operator license form to: pestoperator@dep.nj.gov Later, the receipt will be sent to you to make the payment for the operators license. *The employer must provide appropriate training and submit VPA-28 Form to obtain a license.


A Pesticide Operator license becomes invalid if the Operator changes employers. The new employer must provide appropriate training and submit Form VPA-028 to obtain a new number license.

Any changes, complete the Operator Responsible Certified Applicator Change Form VPC-003

A Pesticide Business must renew the Pesticide Operator License annually using a form provided by the Department's Pesticide Control Program and pay the license renewal fee.

In addition, you must receive annual safety training provided by employer.
